Abstract This paper deeply explored the essential connotation of RD industry by combing the evolution of RD industrialization,and found that market-oriented RD products trading was an important symbol of the formation of RD industry.RD industry was the economic activity tied with the RD products of creative nature to the market as trading goods.In RD marketization and industrialization process,there were two coupling mechanisms:one was the coupling mechanism of products value creation in RD industrial value chain,the other was the coupling mechanism of the RD industrial organization cluster innovation in order to realize the produce manufacturing.The strategic emphasis on RD industrial development was to build the hub-network structure based on RD industrialization network.The main points of policy on regional RD industrial development were to implement the effective regional knowledge management.
