Abstract The author carries out an investigation of “three powers to village(town)”management mode problems of agricultural technology extension agency in village and town,which is regarded as research objects that the agricultural technology extension stations of nineteen villages(or towns)in three districts of Zaozhuang city,Shandong province.The conclusion is that the disjunction of management business and the separation of human authority and governance account for a series of questions,such as personnel management vacancy,unpromising capital and low efficiency of services.The management mode of “three powers to village(town)” which is layer upon layer established according to specialty and administrative division in the situation of traditional planned economy,no longer adjusts to the development of agriculture and rural economy.Therefore it should be raised that service ability and work efficiency of agricultural technology extension agency in village and town,which is by making management system,optimizing organization establishment,establishing financial input system,and innovating competitive employment and examination mechanism.
