| The Pluralism of Basic Research Expenditure and the Decoupling of the Public and the Private Sectors:A Case of the U.S. |

Abstract This paper builds source-perform framework of basic research expenditure and use entropy index to measure the unilateral and cross structure pluralism of source-perform relationship.We analyze the effect of public-private sectors decoupling on basic research efficiency using DEA.The results show the followings.① From 1953 to 2020,the pluralism of source structure of basic research in the U.S.increases significantly and the pluralism of performing structure decreases.② The pluralism of government's basic research source structure decreased while performing structure increased.The pluralism of enterprise's basic research source structure increased while performing structure decreased.③The public-private sector source-perform operational correlation is decoupled.The proportion of public sector performed by private sector decreased and the proportion of private sector performed by private sector increased.④Public-private decoupling increases basic research efficiency of public sectors,but has an inverted U shape influence on basic research efficiency of private sectors.The conclusions help to clarify the decoupling of the public and the private sectors in basic research expenditure and provide reference to establish a pluralistic investment mechanism for China's basic research.
