授权与回应:数字赋能基层政策执行研究——以L市心连心服务中心为例

Abstract Authorization and response are the key part of grassroots policy implementation,and also the key content of digitalization empowering.Before digitalization empowering,grassroots policy implementation was in Black Box.It didn't benefit both superior department's authorization and grassroots policy implementation department's response.After digitalization empowering,the process of grassroots policy implementation was improved.Government's organization structure and operation pattern were changed too.However,there are still areas where digital technology cannot play a role in empowering and responding.Effectiveness of grassroots policy implementation can be affected by incomplete coverage of digital technology platform,personal preference of superior department leaders and cooperation of grass-roots policy implementation department staff.Through the case study of HTH Service Center in City-L,we found that only by comparing the changes before and after the implementation of digital empowerment grassroots policies and clarifying the advantages and disadvantages of digital empowerment can institutional advantages be better transformed into governance effectiveness.
