| The Real Innovation Capability of Beijing without Capital Privilege: Threshold Effect of External Environmenton Innovation Performance |

Abstract With capital prominent superiority in innovation resources,municipal scientific research institutions of Beijing play an important role in the innovative national strategy.However,the halo effect of Capital tend to conceal the innovation capability in municipality-level of Beijing and the true contribution from municipal scientific research institutions of Beijing to municipality-level innovation has not been measured.Based on the method of propensity score matching,this study identifies the innovation capability differences between municipal scientific research institutions of Beijing and other municipalities with the data of 31 provinces(municipalities)from 2009 to 2018.Then the panel threshold model was used to explore the external environmental factors that lead to“similar cities with different innovation capabilities”.The results show the followings.①Municipal scientific research institutions of Beijing still prove higher innovation performance than other municipalities institutions without consideration of national scientific research institutions.② The city livability and the agglomeration level of high-level talents exert a significant threshold effect on the research performance of municipal scientific research institutions.If the city livability and the agglomeration level of high-level talents beyond the threshold value,the research performance will be significantly improved.③The threshold effect of industrial structure on the research performance of municipal scientific research institutions is not robust.Finally,the external indirect environmental factors should be paid attention and the atmosphere that is beneficial to innovate should be constructed in the process of recruiting talents.
