Abstract Improving the level of patent implementation is an important way to transform Chinas patent quantity advantage into productivity advantage.Based on the 2017 National Enterprise Patent Survey data, this study examines the impact of enterprise patent quality and patent management capability on patent implementation.We find the following results.Patent quality, patent management capability and patent implementation have a significant positive correlation;The positive impact of input quality and commercial quality on the implementation level is mainly reflected in the invention patent;the positive impact of the portfolio quality and legal quality on the implementation level is mainly reflected in the utility model and design patent respectively;The stronger the patent management capability is, the more beneficial the effect of promoting the implementation level becomes;the effect of agency service and legal service purchase is more steady than other patent services purchase.
