Abstract By comparing the status and scale,source structure and expenditure structure of university's R&D funds between China and the United States and OECD,and the top 100 universities' R&D funds between China and the United States,this paper expounds the relevant systems of university's R&D funds between the two countries,especially the differences in funding sources,acquisition methods,R&D organization and management,and analyses the problems faced by China in building world-class universities.And then it draws conclusions and puts forward policy recommendations.
