Abstract Four New Vouchers is a new kind of science and technology voucher which focuses on the innovation on “New technology,New industries,New status,New paradigms”.The operation models on the traditional vouches and on the Four New Vouchers were summarized in this paper.Based on the comparison,the characterisitcs of Four New Vouchers was summarized.The advantages and disadvantages of Four New Vouchers relative to the innovation voucher were summarized.The implementation of Four New Vourchers in the sixteen firms were analyzed.It was found that Four New Vouchers was good at encouraging the cooperation in the innovations among government,industries,universities and institutes.In order to improve the implementation of vouches,the suggestions were put forward in combination of the market coordination,the instruction of government.Some detailed suggestions were given to realize the government instruction in the application of vouchers.
