Abstract Based on survey on Shanghai,Beijing,Wuhan and other cities,this paper firstly studies the status and characteristics of China's R&D Outsourcing,points out that the industry has shown a trend of convergence.Then,analyzes the problems and challenges existed in the development of R&D Outsourcing.Finally,facing the 13th five-year plan period,puts forward some countermeasures for the strategic development of China's R&D Outsourcing from such six aspects as improving the level of trade and financing facilitation,formulating the guideline catalogue,coordinating the development of relevant industry,building public platform,dealing with the problem of talents,enhancing the competitiveness of enterprises
