Abstract In this paper, we studied the strategic actions of IBM “Smarter Planet”, and analysed how it affected the whole world, especially China.At the same time, we pointed out a series of issues that should be prioritized, such as technological path choice, repetitive construction and market risk, and massive data management and information security.Besides, some advices were proposed.
