Abstract This paper categorizes the current performance evaluation of the national innovation system into four kinds, namely, the entity-interaction perspective, the input-output perspective, the systematic function perspective and the innovation activity perspective.It also introduces the experience of the European Union and Australia in this regard.Based on the analysis, the paper puts forward the core content and the basic principles in evaluating national innovation system performance, and designs an evaluation framework and its corresponding indicators for China.
