Abstract The science and technology policy of EU,which distinguished from both scientific and technological cooperation in some regional organizations characterized by loose cooperation and the science and technology policy in single nation-state,is of unique value goal and internal structure.Based on the historical analysis,the paper argues that,firstly,the European added value is the value premise and value goal of the European science and technology policy.Secondly,excellence and cohesion,as another group of value goal,coexist in the field of European science and technology policy under necessary tension.Thirdly,basic research and applied research,keeping adjusted and developed according to the needs of European overall strategies,strengthen its knowledge basis.
