Abstract This paper solved the problem that it is difficult to measure global carbon emissions and personal indirect energy consumption by decomposing the global carbon emission control and defining personal basic carbon emissions.It also defined personal carbon credit and its financial and commercial value by using backward analysis method to quantify the personal initial carbon emission permit。On the basis of the concept of“carbon tariff”and“carbon sink”,it designed the concept of“carbon silver”,offered policy recommendations such as tying RMB to“carbon silver”,and promoted carbon trading RMB valuation internationalized process。
