Abstract The high-tech industry in Shanghai is among the top level in China,but its value added rate ranking in the bottom of the nation.According to this paradox,this paper analyzed the reason from multiple dimensions of industrial structure,ownership structure,export mode,and R D input by using Jiangsu and Zhejiang as comparable objects.This paper also pointed to the limitations of this indicator,and gave some effective recommendations on how to improve the high-tech industry value added rate.
