Abstract：This paper made a analysis on science and technology statistics since 2000.Based on three kinds of situations which were GTC,GTU and GTI,it tested their impacts on enterprise innovation effect respectively.We found that causing effects to enterprise innovation led by public input were much higher than to universities and research institutions during period 1,while causing effects turn into incentive effects during period 2.These conclusions afford significant empirical evident for adjustment of public input policy for the 13th Five-Year Plan
