Abstract：Through analyzing the data of seed enterprises,colleges and scientific research institutes,this paper summarizes the motivation,process mechanism and effect of strategic transformation for seed industry science and techonology innovation system.This study has important theoretical and practical significance to grasp the present situation of system transformation,promote the effective implement strategic transformation,and enhance the competitive advantage of seed industry
