Abstract：The new-type RD organization,which meets the requirements of economic and technological development,has formed vivid features in mechanism innovation,ST achivements transformation,and innovative talents absorption.The paper analyses the obstacles the new-type RD organization still faces,such as in safeguard system,institutional innovation and policy support area.It points out that China should establish and improve the modern system of RD organization,and create new industrial technology RD institutions and strengthen the construction of modern institute system.
