Can the Synergy of Trade and Climate Policies Promote Green Innovation in Export Firms?-Empirical Evidence from the Dual Pilot of Free Trade Zone and Low-Carbon City

Abstract:Based on panel data of 2662 A-share listed export enterprises in China from 2008 to 2023,this study employs a multi-period difference-in-differences model to examine the impact and underlying mechanisms of the coordinated pilot policies of Free Trade Zones(PFTZ)and low-carbon cities(LCC)on firms' green innovation.The research indicates that the dual-pilot policies significantly enhance the green innovation capabilities of export firms,and this finding remains robust across multiple robustness tests.Mechanism analyses indicate that the dual-pilot policies promote green innovation primarily through fiscal subsidy effects,talent agglomeration effects,and overseas expansion effects.Compared with single-pilot policies,the synergistic implementation of the PFTZ and LCC policies exerts a stronger and more persistent positive impact on export firms' green innovation,particularly for state-owned firms,firms located in non-coastal regions,and those in non-heavily-polluting sectors.The findings provide empirical evidence and policy insights for local governments to deepen the integration of free trade zones and low-carbon city pilot programs,optimize the green and open policy framework,and promote the high-quality and low-carbon transformation of export firms.
