Transformation of Agricultural Science and Technology Achievements in China:Development Stages,Status and Optimization Path

Abstract：Although the investment in agricultural science and technology innovation in China continues to increase in recent years,and the quantity and quality of scientific and technological achievements continue to improve,the low conversion rate of agricultural science and technology achievements is still a problem that needs to be solved in the field of“agriculture,rural areas and farmers”.Based on the theory of new institutional economics,this paper summarizes and analyzes the development stages,main models and problems of the transformation of agricultural scientific and technological achievements in China.The results show that the transformation of agricultural scientific and technological achievements in China has gone through the stage of exploration and development,transitional development,accelerated development and high-quality promotion,but the“two skin”problem of agricultural science and technology and economy has not been fully solved.The misalignment of supply and demand of agricultural scientific and technological achievements,unsound transformation mechanism,lack of transformation service platform and unreasonable support mode of scientific research projects are the main reasons for the low conversion rate of agricultural scientific and technological achievements in China.Therefore,this paper constructed a“four in one”optimization path from the four dimensions of top-level design,policy guidance,ideology and platform carrier,expecting to provide feasible reference for unimpeded the“last kilometer”transformation of agricultural science and technology achievements,and then accelerate the realization of the leap from a large agricultural country to a strong agricultural country.
