Performance Evaluation and Improvement Direction of Agricultural Science and Technology Parks from the Perspective of Rural Revitalization ——Taking 106 National Agricultural Science and Technology Parks as Examples

Abstract:The macro-environment,micro-foundation and functions of the development of ASTP are undergoing epoch-making changes in the new era.The existing research field,direction and index system of the evaluation of ASTP can't meet the needs of the times.From the perspective of rural revitalization to formulate a set of its performance evaluation index system is of great significance to diagnosis its problem,enhance its fit with the national strategy of the new era and boost rural revitalization.this paper tries to construct a performance evaluation index system of ASTP,including 3 first-level indicators,11 second-level indicators and 28 third-level indicators,and evaluates the performance level of 106 national ASTP by using the method of mean square error.It is found that the average comprehensive performance of China's ASTP is at a low level and varies greatly,in regions it presents the descending characteristics of the east-central-west;Most of the park performance is mainly reflected in the aspect of agricultural upgrading,and the demonstration and radiation driving function of the rural and farmers has not been fully shown.ASTP need to fundamentally improve the performance in accelerating agricultural transformation,promoting rural development and promoting farmers' progress so as to boost rural revitalization by means of human capital upgrading strategy,high-tech leading strategy and integrated development strategy.
