Abstract：This paper makes a quantitative study of 159 Zhongchuang spatial policy texts since 2015.It divides Zhongchuang spatial policy into four policy types and 17 specific policy tools,namely, laissez-faire, partially participatory, strategy-oriented and government-led.It also analyzes the time and regional characteristics of policy tools and analyzes the space-creating of the Chinese people step by step.The results show that:the space policy of Zhongchuang presents a certain time and regional distribution law,policy tools cover a wide range,but lack of systematic,strong government intervention in policy tools,some effective policy tools are inadequate.At the end of the paper,we put forward suggestions on creating policy tools in the “double creation”upgrading.
