The Dynamic Mechanism and Inherent Logic of Initiating International Big Science Projects

Abstract:In response to the institutional challenges China faces in initiating international big science projects,this study constructs a three-dimensional analytical framework of“science—institution—economy”by analyzing typical cases such as LHC,ITER,DDE and IMCP.The research finds that successful initiation depends on the“basic-research-leap consensus”at the scientific dimension,the“administration-science separation”at the institutional dimension,and the incentive mechanism of“in-kind contribution”at the economic dimension.Accordingly,this paper proposes that China should start with identifying disciplinary frontier constraints,exploring“special zones for scientific research governance”,and building a model for integrating the global innovation chain,so as to reconstruct an independent initiation path and achieve the strategic leap from a“participant”to a“leader”.Drawing on China's recent initiation practices,including the Deep-time Digital Earth(DDE),the Ocean Negative Carbon Emissions(ONCE),the International Meridian Circle Program(IMCP),the Burning Plasma International Science Plan and the Plant Planet(PLANeT),this study distills replicable initiation experience and improvement directions across the scientific,institutional and economic dimensions.
