Abstract:Against the backdrop of the deepening digital technology revolution,global data security governance is now in a critical developmental phase where fragmented rules and diversified interests intersect.The boundless flow of data and the territorial jurisdiction of national data sovereignty have created significant inherent tensions within this landscape,calling for innovations in governance systems.In response to this,the EU's strong regulatory model,which prioritizes rights,may inhibit innovation vitality;meanwhile,the United States' dual standards on data flow,driven by its pursuit of maintaining data hegemony,have further intensified competition over data control.Developing countries,on the other hand,remain in a disadvantaged position in both data resource allocation and rule-making.Against this backdrop,China,on the premise of equal data sovereignty,has gradually developed a new paradigm for global data security governance,characterized by extensive consultation, joint contribution, and shared benefits,the balance between security and development,and classified and hierarchical governance.TikTok's U.S.operation plan not only safeguards China's national interests and the legitimate rights and interests of enterprises,but also responds to the U.S.side's national security concerns,achieving a balance of diverse interests and serving as a vivid practice of this paradigm.
