Abstract:Synthetic biology represents a typical representative paradigm merging engineering principles with life sciences,fundamentally reshaping global bio-security landscapes and ethical boundaries.However,rapid technological evolution has exposed structural lags in existing hard law frameworks,particularly regarding normative scope and institutional coordination.Consequently,international soft law has emerged as a critical mechanism that leverages agility and inclusivity to address the uncertainties of emerging technologies.Currently,diverse stakeholders,including international organizations and scientific communities,are constructing a multi-tiered soft law network.Through ethical guidelines and technical standards,this network effectively underpins risk assessment and the standardization of R&D conduct.Future governance must establish a composite system that dynamically couples soft and hard law.This approach leverages soft law for adaptive rule-making while anchoring hard law to enforce baseline obligations.Such a synergistic pathway fosters institutional integration,ensuring the safe and sustainable trajectory of emerging technologies.
