The Industrial Innovation Ecosystem Construction of SpaceX's “Starlink” Program and Its Implications for the Development of China's Commercial Aerospace

Abstract:Developing commercial aerospace serves as both a crucial strategic pillar in international competition and great power rivalry,and an inevitable requirement for building an aerospace power and accelerating the development of new quality productive forces.SpaceX's Starlink program stands as an unquestionable successful example in commercial aerospace development,particularly with its unique industrial innovation ecosystem.Drawing lessons from Starlink's developmental experience and valuable outcomes holds significant theoretical and practical value for strengthening China's commercial aerospace sector.Taking the Starlink program as a case study,this paper deconstructs the underlying logic behind SpaceX's construction of the Starlink industrial innovation ecosystem.By integrating China's current commercial aerospace development landscape and drawing on Starlink's practices,we propose new approaches and policy recommendations tailored to China's commercial aerospace sector.These aim to accelerate the establishment of an enterprise-led industrial innovation ecosystem,promote the in-depth integration of technological innovation and industrial innovation,enhance China's international competitiveness in commercial aerospace,and promote the high-quality development of China's aerospace cause.
