Optimizing Talent Dimensions for Capacity Advancement: A Scale-Structure-Performance Study of Provincial Key Laboratories

Abstract:Amidst the new wave of global technological revolution and China's imperative for high-level scientific and technological self-reliance,the laboratory system now occupies the foremost position within the national strategic scientific framework.As foundational infrastructure and strategic reserves of this system,provincial key laboratories require high-caliber talent teams to achieve substantial energy-level advancement.Despite accelerated talent development in recent years,these laboratories still confront barriers—including inadequate scale,structural imbalances,and suboptimal performance—primarily constrained by platform capacity when benchmarked against evolving requirements.To address these challenges,this study establishes a “Scale-Structure-Performance”analytical framework for provincial laboratory talent development,proposing targeted strategies including strategically expanding team scale according to laboratory positioning and needs to enhance collective capability;optimizing talent composition to improve resource allocation efficiency;and reshaping the evaluation ecosystem to stimulate scientists' innovation vitality—ultimately advancing the high-quality development of China's laboratory system.
