The Multi-Dimensional Road of Emergency Science Popularization Development in the New Era:the Road of Times, the Road of Value and the Road of Practice

Abstract：Strengthening the construction of emergency science popularization under the background of the new era is an objective requirement for enhancing the public's awareness of emergency responsibility,strengthening the level of emergency response,and strengthening social public safety.The road of times of emergency science popularization in the new era is examined from the perspectives of a holistic approach to national security,emergency management system and capacity,the concept of“putting people and life first”,and“ensuring both development and security”in this paper.The road of value of emergency science popularization is clarified from the connotation of emergency concept,risk and challenge,public demand and the normalization of epidemic situation.On this basis,the guiding framework based on the collaborative theory,the Life cycle theory of emergency management and resource-based view is designed.In order to provide reference for promoting the development of emergency science popularization in the new era,the road of practice of emergency science popularization is put forward from five aspects named as coordinated linkage,combination of peace and war,resource expansion,technological empowerment,and guarantee support.
