Abstract：Open and sharing of scientific research facilities and instruments is an important part of the management reform of science and technology.From the management point of view,the real situation of the opening and sharing of scientific research facilities and instruments is unclear,the concept is not clear,and even some problems have been neglected.The crux of the problem is the system,and at this point,it is difficult to play its due role if the financial stimulus is carried out unilaterally.We recommend:cautiously use economic stimulus,resolve problems in management system;take laws to regulate the opening and sharing,and clear each party's responsibilities and rights;gradually introduce market mechanism,and explore the mixed operation mode;improve the scientific innovation incentive mechanism and innovation support.
