Abstract：Compared with other social organizations,science and technology community havies a particular social function because of its special structure.In order to practice the special national governance function,the science and technology community's nation governance participation should innovate the ideal,action and method.On the ideal,attaching importance to science and technology organizations and its basic social function is importance.On the action,the science and technology community's improvement need the government's promotion,multi-agent's advocacy and community's self-improvement.At last,the participation of national governance should take top-down and bottom-up approaches.
