Abstract：Under conditions of horizontal structure,large firm with low average cost has smaller R&D incentives than small firm;therefore increasing market competition is in favor of innovation.However with pressure from vertical monopoly enterprises,corporate R&D investment will be greater.Research and innovation not only require corporate investment,but also need government R&D funding and coordination,cultivation of industrial R&D alliances,building common technology platform and so on.In contrast with automotive industry and high-speed rail industry,vertical monopoly market structure is conducive to research and innovation of high-speed rail industry,but precisely for the automotive industry such as related to consumer directly,competition should be increased.Just paying attention to incumbent large enterprises in project approval,market access,financial subsidies can't encourage research and innovation effectively.
