Abstract：This paper analyses the deployment of the net-work of formulating technical standard of intelligent transportation industry from the translation process of problematization, interestment, enrolment, and mobilization.We suggest to find the interest balance point and obligatory passage point in the interaction of all actors, to provide moderate policies, and to pay attention to the role of industry alliance.
