Abstract Based on the management needs of national science and technology program,the credit connotation of central financial research project implementation institutes were studied,and the relevant credit information were analyzed,especially the negative list of the credit problems.The study developed a credit evaluation system including evaluation principles,indicators,methods,as well as the organization of the evaluation and the usage of the result.
