Abstract Almost one year after Shanghai issued “22 policy measures for the promotion of scientific and technological innovation”,Shenzhen issued its counterpart version to promote technological innovation.Through comparative study,It was found that there were many differences in the fields of the concept of governance,priorities of the implementation and the work style.Meanwhile,this paper showed that the main reasons for these differences lay in the different mission objectives,population pressure and the development history of these two cities.In addition,through the comparative study,some useful inspiration for the financial fund management and technological innovation resource development were gained
