Functions Change of Hi-tech Development Area Administrative Committee on the Background of Development Driven by Innovation |

Abstract Powers of hi-tech development area administrative committee assume different forms at stage of startups,second venture,expansions and constructing National Independent Innovative Demonstration Zones,which extremely expand and go beyond original design.This situation did not have any constitutional basis.The 13th Five-Year Plan requests government functions should realize transformation from research management to innovative services,which both has base of law and realism.So,it is necessary to separate hi-tech development area administrative committee and local government in organization construction,peeling away management function and strengthen service functions,constructing relation of guide rather than leader between hi-tech development area administrative committee and local government,and giving authority to technology companies to supervise hi-tech development area Administrative Committee to realize these transformation.
