Abstract The paper focused on the explanation of what is innovation driven and how to realize it,and studied 4 principle issues:transformation of development driving force,choice of innovation direction,all-round support of innovation and first-mover advantage drive.Development driving force should transform from material capital to immaterial capital,such as human resources,knowledge capital.Human and knowledge capital should be in the first place.Persisting in innovation direction with 3-facing,we should build leading innovation system,including intelligent new emerging technique system,national innovation program system in which enterprises is innovation subject,and effective supply system of technology.All-round innovation should include not only technological innovation,but also knowledge-based non-technological innovation,mainly including innovation of design,service,skills,managing,organizing,operating,financing and system.Field,industry and region with first-mover advantage should lead the late-development,realizing strategic power leading future,the leading enterprise advancing industry development,core area promoting all-round development
