Abstract In the era of Web2.0,the sovereign states are confronted with the crisis of network security management which is caused by the unbounded feature of the network space.Because the global,virtual and unbounded nature of the network space,the network security has the basic characteristics of public goods in the world.Under the difficult background of the global collaboration,the network security of the global public goods is not very easy to be supplied.This highlights the importance of the international system in the supply of network security,but also makes it necessary to establish a global governance framework of the network space.“Alone we can go fast,but collaboration lets us go far.”Therefore,China should not only improve the internet legislation,but also actively expand the international exchange cooperation,and involve in internet governance
