专利审查高速路制度的理性探讨

Abstract As for workload of patent prosecution from a rapid increase in the number of patent applications,individual countries that cant provide additional resources to solve the current difficulties will have the willingness to seek international collaboration of patent prosecution in order to change the lack of resources and manpower.Institutional rationalism focuses on using of existing resources to effectively meet the needs of decision makers when resources are scarce.Based on released workload,Patent Prosecution Highway(PPH)was set up,reducing transaction costs and improving operational efficiency in patent prosecution among the members.Collaboration models would achieve maximum benefits of international cooperation mechanisms of patent prosecution
