Abstract The structure of power in scientific community was composed of administrative power,professional power,and project power.Based on these three forms of power,scientific and technical personnel in China could be divided into five ranks.The top rank held the highest professional power and project power,while part of them held administrative power.The upper-middle rank held the highest administrative power.The middle rank possessed relatively more project power.The lower-middle rank was similar to the upper-middle rank,but they had less administrative power.The lower rank owned the least professional power and project power,and they didn't have any administrative power.The structure of power was deeply influenced by the science-technology system and its reform proceeding
