Abstract This paper constructs dynamic game model between emerging powers government and strategic emerging industries enterprises,discusses the evolution path which government should adopt to achieve the optimal stable.Then,combined with A-U model and policy tools theory,this paper builds the policy tools framework,and studies the policy tools Chinese government used to support TD-SCDMA technology.Results show that during instability phase,government should strengthen supply and environmental policies in order to encourage technological breakthroughs;in transition phase,it should strengthen demand and environmental policies in order to promote the marketization of technologies,and use supply policies to guide the research of complementary technology;in stability phase,it should strengthen demand and environmental policies to accelerate the industrialization,and use supply policy to support the upgrade of technology
