Abstract Internet open of technical report is an important breakthrough in science and technology system reform. Under the background of promoting the rule of law,there is multiple significance to promote the system of internet open of the national science and technology report,such as the public administration,strengthening the social supervision,construction of social credit,and so on. The functions of this system is not sound,due to the shackle factors of the low technology reports online rate,the lack of effective access,supervision mechanism. The main path of perfecting the system is redesigning the system from 4 perspectives:range,internet context,external supervision,evaluation system
