Abstract Using Cobb-Douglas production function,the author evaluates the performance of existing intellectual property right(IPR)policy system from the perspective of promoting the capability of indigenous innovation.The study shows that,1)the policy number and policy strength take a weak,negative effect on invention patent grant,while they can prompt the deal amount of technology;2)the relevance of policy affects invention patent grant positively and weakly,while affects the deal amount of technology obviously;3)different policy goal and policy measures take different effect on economy performance.At last,some suggestions are given to optimize the IPR policies system.
