Abstract In this paper,two typical bankruptcy cases in a typical emerging industry,Suntech and Solyndra in PV industry,are compared.The main industrial policies of China and America are analyzed,as well as the impacts of these policies on business.It shows that government intervention accelerates the development of enterprises and industries to a great extent,but problems,such as blindly expansion,has been caused.Compared to America,Chinas industry environment is relatively imperfect.Therefore,for cultivating industry in the future,China should apply subsidies for emerging industry enterprises directly.On the other hand,Chinese government should focus itself on the soft environment of the emerging industry,which involves research & development,markets,financing environment,industry guidance and mechanism for entrance and exit,and in this way to promote the healthy and sustainable development of emerging industry
