| Reflections on the Amendment of the Law of Promoting the Transformation of Scientific and Technological Achievements |

Abstract The Ministry of Science and Technology has conducted research on the amendment of the Law of Promoting the Transformation of Scientific and Technological Achievements (PTSTA) since 2013,which signals high time for the law amendment.This paper clarifies three principles that should be followed to amend the Law of PTSTA,summarizes the experience and problems with the implementation of the law,follows the country's current relevant laws and economic policies of science and technology,and uses the effective practices of foreign countries as a source of reference.The paper makes the following suggestions:The name of “the Law of Promoting the Transformation of Scientific and Technological Achievements” should not be changed;Two additional chapters (Community Service and Talents Training) should be added to the law in order to meet the practical need of transformation activities of scientific and technological achievements;The content of the law could be revised in the following four aspects:the definition of transformation of scientific and technological achievements;the subject of implementation of scientific and technological achievements;the promoting role of the government;and the role of science and technology intermediaries as well as the qualifications of practitioners.
