Abstract In recent years, government of India has released the new national strategies of transforming world service base to innovation nation and has released several measures including strengthening science, technology and innovation (STI) strategic planning, strengthening management and relocation function of STI, exploring“India Innovation Mode”, putting forward“Inclusive Innovation”, trying to educate and train more STI talents, and building up STI law and regulation system.This paper analyzes the latest development of these trends and draws implications to China.
