Abstract Genetically modified crops which are permitted to plant after safety evaluation still possibly produce environmental risks, so it is important to regulate them.But now the government has institutional failure and runnability failure in the regulation toward genetically modified crops' industrialization promotion.It is caused by itself, also affected by transgenic research institutions and biotechnology companies.So the public's right of supervision should be ensured so that they can supervise the implementation of the policies to guarantee the effectiveness of the policies and the government's regulation to guarantee the efficacy of government regulation.
