Abstract In China, high-tech enterprises play important roles in pushing forward the progress of science and technology as well as economic growth.After the investigation, this paper found that China's High-tech enterprises develop fast with solid foundation, but still have dilemma in R&D activities.It suggests to cultivate R&D talents, build up team lead, reform R&D management system, reinforce R&D strategy planning, enrich the contents of “Production-Institute-Research” system and reform the mechanism of R&D output transformation.
