Abstract Industrial cluster is an important carrier of regional economic development.Collaborative innovation is the driving source of sustainable development of industrial cluster.Industrial cluster “China titanium valley in Baoji” as the research object, this study establishes the collaborative innovation mechanism model of industry cluster based on the synergy and innovation theory after reviewing the research document about collaborative innovation both in domestic and abroad .The function of government, knowledge collaboration, organization collaboration and innovation service platform play an important role in this mechanism model.The research conclusion is firstly, enterprise is the real main body of collaborative innovation.Secondly, the government's guidance and promotion play an important role in collaborative innovation of industrial cluster.Thirdly, the collaborative innovation is not only the synergy between enterprise university and research, but also needs the deep cooperation among the government, intermediary agencies, industry association, and other organizations.
