Abstract Since the construction of National Innovation Demonstration Zone(NIDZ), such as Zhongguancun, Donghu of Wuhan and Zhangjiang of Shanghai, a series of innovation policies have been issued by central government, local government and NIDZ, to improve innovation ability.This paper analyses equity and dividend incentive policy and other pilot policies, evaluates these policies objectiveness, effect, exiting problems, and gives some suggestions.
