Abstract The socio-economic structural changes of the period of transition makes the difficulty and complexity of the technology decision-making increasingly intensify, with scientific foresight and evaluation of characteristics of strategic information tools appropriate for science and technology decision-making guidelines in the right direction. This article tried to explore the function in different stages of the science and technology decision-making, through the interpretation of strategic information tool. At the same time, the article cited the example of EU successful application of strategy information tool to clarify its practical utility.The article gave practical suggestions on cultivating and using strategy information tool in China’s science and technologydecision-making.
