| Implications of Three Types of French New R&D Institutions for China: Analysis from an Organizational Perspective |

Abstract This paper,based on an organizational perspective,introduces the theoretical framework of organizational structure,organizational conduct,governance mechanism,and organizational performance.It selects 196 new R&D institutions,including Convergence Institutes,Laboratories of Excellence,and French Institutes of Technology,to conduct an in-depth analysis of the innovative mechanisms and practical experiences of the French government's differentiated and systematic layout of new R&D institutions.The aim is to provide reference for the healthy development of new R&D institutions in China.Research has found that in terms of organizational structure,French new R&D institutions are flexibly assembled according to needs,forming virtual research networks or entities with autonomous boards of directors.In terms of organizational conduct,they promote differential development and mismatched layouts around the innovation chain.Regarding governance mechanisms,they establish resource allocation,personnel,collaboration,and fund management mechanisms that are compatible with mixed organizational conduct.In terms of organizational performance,they implement differentiated assessments,with indicators not pursuing “broad and comprehensive”coverage,and linking assessment results with funding rewards.The research results can provide experiential references for China to promote the healthy development of new R&D institutions from a sustainable and long-term perspective.
